Consultancy – Participatory Conflict and Gender Analysis of Climate Vulnerabilities in the Omo-Turkana Region

The project “Addressing the Intersection of Climate, Conflict, and Gender Equality in the Turkana-Omo Borderlands” aims to mitigate conflicts exacerbated by climate change through gender-responsive peacebuilding.

This initiative is a collaborative effort by International Alert, Turkana Pastoralists Development Organization (TUPADO) in Kenya and the Ethiopian Institute of Peace (EIP) in Ethiopia, with funding from the Austrian Development Agency (ADA), the operational unit of the Austrian Development Cooperation. It focuses on the transboundary corridors of Turkana-Dassanech and Nyangatom-Turkana, which are experiencing increased resource-based conflicts due to climate vulnerabilities, particularly among pastoralist communities.

The main Outcome to be achieved will be strengthened gender-inclusive local institutions that can effectively manage transboundary conflict linked to climate risks affecting communities in the Omo-Turkana border area of Kenya and Ethiopia. The overarching long-term objective to which the intervention will contribute is toreduce the number of conflicts exacerbated by climate change and climatic shocks in the borderlands of the Horn of Africa through gender-responsive peacebuilding.

The baseline conflict and gender analysis aims to achieve the following objectives:

  • Identify Conflict and Climate Dynamics
  • Analyze Gender Dimensions
  • Assess Institutional Capacities
  • Inform Project Design/redesign.

The consultant will be expected to deliver the following:

  • Inception Report
  • Draft Report
  • Final Report
  • Presentation of Findings.

The assignment is expected to take place over a period of 2 months (mid-September to mid-November,2024), with the following timeline:

  • Inception Phase: 1 week
  • Field Research and Data Collection: 2 weeks
  • Data Analysis and Draft Reporting: 2 weeks
  • Final Reporting and Presentation: 1 week.

The ideal consultant should possess the following qualifications:

Academic Background:

  • Advanced degree in social sciences, conflict studies, gender studies, climate change, or a related field

Professional Experience:

  • Proven experience in conducting conflict and gender analysis, particularly in climate-vulnerable regions
  • Familiarity with the socio-political context of the Horn of Africa, especially the Omo-Turkana region

Technical Skills:

  • Strong analytical and research skills, with the ability to synthesize complex data
  • Excellent communication and facilitation skills for engaging with diverse stakeholders

Language Proficiency:

  • Proficiency in English
  • Knowledge of local languages in the Omo-Turkana region is an advantage.
